Virginia EV Incentives: Full Breakdown for 2026
Annual registration fee: Virginia charges EV owners an extra $135.63/year on top of standard registration, meant to replace the gas tax revenue EVs don't pay. This is a recurring annual cost, not one-time โ worth weighing against any purchase rebate over your ownership period.

Correction: Virginia does not currently offer a blanket EV sales tax exemption. What Virginia actually has is LEVAR (the Electric Vehicle Rebate Program) โ but as of the most recent status check (August 2026), it's out of funding and not accepting new applications. When funded, LEVAR offers $2,500 for a new or used EV priced $25,000 or less, plus an additional $2,000 for low-income applicants, up to $4,500 total. Virginia EV owners can also opt into a mileage-based (VMT) registration fee program as an alternative to the flat annual fee.
With the federal credit also expired, Virginia EV buyers currently have no purchase-time credit available unless and until LEVAR is refunded.
Federal EV Tax Credit: What Virginia Buyers Need to Know (Expired Oct 2025)
The federal EV tax credit under the Inflation Reduction Act (ยง30D) expired for vehicles acquired after September 30, 2025. It no longer applies to Virginia buyers purchasing in 2026, with one narrow exception (see below). Here's what the federal credit used to offer, and what still applies to you as a Virginia resident:
- New EV credit (expired): Was up to $7,500 for qualifying new battery electric vehicles bought before Oct 1, 2025.
- Used EV credit (expired): Was up to $4,000 for qualifying used EVs bought before Oct 1, 2025 from a licensed dealer, if the sale price was under $25,000.
- Income limits (new EV): $150,000 single / $225,000 head of household / $300,000 married filing jointly.
- Income limits (used EV): $75,000 single / $112,500 head of household / $150,000 married filing jointly.
- MSRP caps: $55,000 for sedans and wagons; $80,000 for SUVs, crossovers, vans, and trucks.
- Point-of-sale transfer: Since Jan 1, 2024, you can apply the credit as an instant dealer discount rather than waiting until tax filing.
Additional Virginia EV Programs & Utility Incentives
Dominion Energy Virginia offers a $125/year bill credit for EV owners charging on their EV rate plan. Appalachian Power also has EV charging incentive programs.
