Illinois EV Incentives: Full Breakdown for 2026
Annual registration fee: Illinois charges EV owners an extra $100/year on top of standard registration, meant to replace the gas tax revenue EVs don't pay. This is a recurring annual cost, not one-time — worth weighing against any purchase rebate over your ownership period.
Registration fee source: Tax Foundation, "Electric Vehicle Tax Treatment by State, 2026" (published Aug 2026, data as of July 2026).
Illinois offers a $2,000 rebate for a new or used EV through the Illinois EPA, rising to $4,000 total for income-qualified applicants. This is a mail-in reimbursement, not a point-of-sale discount — you apply within 180 days of purchase. The program runs in funded cycles and can pause when funds run out; the next cycle opens August 1, 2026. Illinois also waives registration fees and offers reduced emissions testing for EV owners.
With the federal credit expired, the realistic total for a qualifying Illinois buyer in 2026 is the IEPA rebate alone: up to $4,000.
Federal EV Tax Credit: What Illinois Buyers Need to Know (Expired Oct 2025)
The federal EV tax credit under the Inflation Reduction Act (§30D) expired for vehicles acquired after September 30, 2025. It no longer applies to Illinois buyers purchasing in 2026, with one narrow exception (a binding contract signed and paid for on or before Sept 30, 2025). Here's what it used to offer:
- New EV credit (expired): Was up to $7,500 for qualifying new battery electric vehicles bought before Oct 1, 2025.
- Used EV credit (expired): Was up to $4,000 for qualifying used EVs bought before Oct 1, 2025 from a licensed dealer, if the sale price was under $25,000.
- Income limits (new EV): $150,000 single / $225,000 head of household / $300,000 married filing jointly.
- Income limits (used EV): $75,000 single / $112,500 head of household / $150,000 married filing jointly.
- MSRP caps: $55,000 for sedans and wagons; $80,000 for SUVs, crossovers, vans, and trucks.
- Point-of-sale transfer: Since Jan 1, 2024, you can apply the credit as an instant dealer discount rather than waiting until tax filing.
Additional Illinois EV Programs & Utility Incentives
ComEd offers up to $2,500 for a residential Level 2 EV charger and installation, separate from the IEPA vehicle rebate above.
Always check with your local electric utility, as additional rebates for home EV charging equipment can add hundreds more in savings on top of vehicle incentives.
